We can cherish our small businesses, restaurants, and employers – not take them for granted.

We cannot make policy using speculative models that aren’t peer reviewed and measured and updated with facts as time progresses. Our great State has suffered under unilateral control, partisan bickering, and political brinksmanship by the parties and politicians. Given our history and resources I truly believe Minnesota can be a beacon rather than a laggard in recovery and healing. We need a new vision, a new prescription. That is why I am running for Governor. It’s time for a new direction in Minnesota.

Democracy & Governance

Restore Election Integrity.

We need to have faith in our elections and their outcomes. Our State leaders had months to determine a path to hold an election in a pandemic. Our State Constitution demands that the legislature be the only body to change election rules and laws. Democrats Tim Walz, Keith Ellison and Steve Simon ignored the State’s Constitution and unilaterally changed how we held our election in 2020. They did this by taking advantage of the Governor’s emergency powers while there was ample time to seek a bipartisan and legal solution. Backroom deals and emergency powers should not have been used to change election laws.

Make Decisions Based on Science and Transparent Data.

Tim Walz made poor decisions that made bad policy. Under his administration’s guidance Covid positive senior patients were discharged from hospitals and forced back to Senior Living facilities where the disease ravaged our seniors. He defended his policy much like New York’s Governor Cuomo did saying, “…..This was what everyone was doing.” This was not true, Tim Walz lied. Proactive Governors like Florida’s Ron DeSantis protected their seniors with alternative housing options for Covid positive patients and saw far fewer congregate living deaths.

We need leadership that will be transparent to the public. Who will publish all data. Who will turn down the temperature on fear-mongering public statements based on faulty modeling and have a real discussion about preventative measures like masks and social distancing.

    Tim Walz has had an appetite for spending money. With a record surplus, he wants to spend as much as possible on new projects, bigger government, and things that won’t impact Minnesotans lives for the better!

    All of this comes during one of the most tumultuous economic situations many of us have ever faced. There are baby formula shortages, supply chains which are totally broken, grocery store shelves are still empty – and we’re on the cusp of economic breakdown due to inflation. Gas prices are far too high and Scott Jensen has a plan to reduce them right now!

    Minnesotans need a leader who will not spend us into oblivion, focus on the narrow tasks of government, and bring real relief to Minnesota families. Dr. Scott Jensen will be that champion.

  • We’re Over-Taxed and the Results don’t Show. That will Change.

    Minnesotans are some of the most over-taxed people in America. We are losing businesses and Minnesotans are flocking to other states due to our high tax structure.

    Tim Walz wants to play politics and threaten to take more of our hard-earned money even when the budget forecast calls for a surplus. The Federal government under President Biden is on a reckless spending binge making it more important to reel in our State’s spending.

    It starts with shrinking the government and not answering every question with another government agency or program. We know Minnesotans want to invest in themselves and their families and not in the vast bureaucracy that years of Democratic leadership have given us. More government is not the answer; it is the problem.

Health & Education

Fund Kids, not Broken Institutions.

Education is not a political payoff. Tim Walz has been beholden to bureaucrats who’ve harmed our children. We need to fund our KIDS, not failed institutions. We must give parents and families the ability to pick the best school for their kids. Bureaucratic waste and burdensome administrative costs have put our students last. Minnesota on average spends nearly $13,000 per pupil. It’s more than that in our urban core. We do not have the results to show for it. We must uplift our kids in public school and empower parents with the finances to make a CHOICE for their kids. We also must empower PARENTS in curriculum and school decision making. Parental RIGHTS MATTER!

Affordable Healthcare Means Having a Competitive Market.

Single payer healthcare will not solve the health care problems in Minnesota and will damage patient-doctor relationships. It will foster apathy, increase low value services utilization, undermine commitment to service, compromise quality of care, increase waiting time, and reduce provider career satisfaction.

Dr. Jensen worked diligently during his Senate term to introduce competition into the healthcare field by allowing for-profit insurance companies to operate in Minnesota, increasing pricing transparency in clinics and hospitals, and requiring pharmacy benefit managers to eliminate contractual gag clauses. Our current structure includes a public-private partnership which works well in some ways but poorly in others. Adopting a single-payer system would diminish individual Health Freedom, expand government intrusion, reduce system accountability, and erode patient empowerment. Dr. Jensen strongly opposes single payer healthcare for Minnesota.

As a medical professional Dr. Scott Jensen has seen the benefit of medical cannabis. Our State has had a program since 2015 and Dr. Jensen fully supports it. As Governor he will be an advocate to increase the number of distribution centers, ease restrictions on the ability to prescribe, and allow more providers to better serve the pain management needs in our state.

Beyond the benefits of medical marijuana Dr Scott Jensen believes it is time for expungement for prior convictions of small amounts of marijuana. Individuals with past criminal convictions can face difficulty acquiring and maintaining employment, attending college, and engaging in other activities. In some cases, this hardship can lead to other crime and recidivism. Dr. Jensen believes it is time to end the cycle and expunge these minor infractions that cause greater harm than good.

Keep our Classrooms Open. Protect our Children’s future.

Tim Walz’s school lockdowns have irreparably harmed kids. Under the orders of Tim Walz our children have had nearly two years of critical in-person learning stolen from them.

Our kids have lost nearly two years of learning, building friendships, athletic achievements, being children, and the important experiences that help them grow. All this while neighboring states and private schools found a way to bring students back to the classroom where they belong. While our kids were suffering and falling behind, Walz ignored science and catered to his donors and political allies to put our kids needs second to politics.

This was more than an education crisis; it was a mental health crisis. Teen suicides increased, mental health issues and overdoses grew by large percentages while our public schools were shuttered. In a crisis our children need to be heard. Governor Walz did not listen. Dr. Scott Jensen will.

Human Rights

Life is Sacred. Support Minnesota Families.

Scott is a doctor who has delivered hundreds of babies, he is a witness to miracles over and over again. He believes in the sanctity of human life. Extremists who argue for late-term or partial-birth abortion do not represent Minnesota values.

The 2nd Amendment is to be Protected.

Governor Walz used faulty modeling of the pandemic to shut down businesses, devastating jobs and incomes. 14 days to flatten the curve turned into one man rule for over a year. Governor Walz turned a temporary policy into economic crisis for our State. The science is clear, shutdowns do not keep us safer.

His temporary emergency authority, which gave him unilateral control over lockdowns, was only yielded as a bargaining chip in the State budget process. We can never again allow bad modeling, ego, and party politics to drive policy. We can never again allow the power grab Tim Walz forced on Minnesota. Public Safety

We Must Address Minnesota’s Crime Epidemic.

The summer of 2020 brought days of rioting to our cities. Conspicuously absent from the public was Governor Tim Walz. As our cities were burned and looted even local TV news anchor Julie Nelson asked live on the air, “where are you Governor?”

When he did appear Governor Walz was asked about calling out the National Guard. In response, the former Guard member, called them “19-year-old cooks”. While the hard-working men and women of law enforcement and our National Guard were on the streets facing rioters for several nights in a row Governor Walz played politics and insulted the very soldiers he served with.

Minnesota is experiencing a second epidemic, and this one is crime. This epidemic has already taken more lives of those under 30 years of age than the Covid-19 epidemic. This disease is spreading. Every week there are senseless shootings on the streets of Minneapolis, St. Paul, and the surrounding communities. Our urban areas have become dangerous places and innocent children are caught in the crossfire. Minneapolis hit a 20-year record for homicides in 2021. While Governor Walz shut our state’s economy down for Covid he has been conspicuously absent from this epidemic. We need a leader who is willing to address this issue and who has the political courage to ask the hard questions and not give in to special interests.

Dr. Scott Jensen has a plan. His multi-faceted approach faces the tough short-term problems while not ignoring the social issues behind the decay we have seen in our urban core. SEE THE PLAN!

Scott M. Jensen (born November 19, 1954) is an American physician and politician. A member of the Republican Party, he was a member of the Minnesota Senate from 2017 to 2021. He was the Republican nominee for governor of Minnesota in the 2022 election.

Jensen was born and raised in Sleepy Eye, Minnesota. He earned his M.D. from the University of Minnesota. Jensen practices family medicine at his clinic in Watertown, Minnesota. During the 1990s and 2000s, he served on the Waconia school board. Jensen was elected to the state Senate in 2016 from a district covering part of Carver County, Minnesota, on the outskirts of the Minneapolis-Saint Paul metropolitan area. During his term in the legislature, he was regarded as moderate. After leaving the legislature, his views shifted to the right. During the COVID-19 pandemic, Jensen was known for his criticisms of COVID-19 lockdowns and promotion of COVID-19 anti-vaccination falsehoods. He chose not to seek reelection in 2020.[1]

In 2021, Jensen announced his bid to challenge incumbent Democratic governor Tim Walz in the 2022 Minnesota gubernatorial election. He later selected former professional football player Matt Birk as his running mate. Jensen secured the Republican nomination in the August 2022 primary election. He and Birk lost to Walz and Lieutenant Governor Peggy Flanagan in the general election.

Early life and medical career

Jensen was born on November 19, 1954. His father, Carl Jensen, was a member of the state legislature[1] at various times between 1951 and 1980.[2]

Jensen graduated as the valedictorian from Sleepy Eye High School in Sleepy Eye, Minnesota, in 1973.[3] He attended Luther Northwestern Theological Seminary from 1977 to 1978 and the University of Minnesota, graduating with a Bachelor of Arts in physiology in 1978 and a Doctor of Medicine in 1981. He was a Bush Fellow of leadership and policy studies at the University of Minnesota in 1999.[1] Jensen was a professor at the University of Minnesota Medical School and has had a small family medical practice in Watertown, Minnesota, since 1986.[4][5] He was a member of the Citizens Alliance Bank board, serving as the audit committee chair.[6] He was the 2016 Minnesota Family Physician of the Year.[7]

Political career

Jensen became involved in politics as a supporter of John Anderson, and later Republican Ronald Reagan, in the 1980 presidential election.[8] In the 1990s and 2000s, he served on the school board in Waconia, Minnesota, and chaired the local Republican Party.[9]

Minnesota Senate

Jensen was elected to the Minnesota Senate in 2016 representing part of Carver County.[10] He ran as a traditional conservative Republican, opposing abortion and favoring low taxes.[10] During his single term in the legislature, he was regarded as moderate[11] and pro-business, receiving a perfect score from the Minnesota Chamber of Commerce in 2017 and 2018.[10] He was seen as “an eccentric and unpredictable legislator”;[2] and as among the more bipartisan members of the Minnesota Senate,[12] with a reputation as a political maverick.[13][14] Jensen supported a bill to allow local governments to adopt ranked-choice voting, a system some Republicans had attempted to prohibit in the state.[2] He put forward a bill to regulate pharmacy benefit managers,[2] and to create a new commission to probe drug price increases.[15] Voting against his party, he supported a ban on conversion therapy.[13]

Jensen received media attention in 2017 after providing medical attention to Governor Mark Dayton after Dayton collapsed while giving his State of the State address on the floor of the state House at the Minnesota State Capitol.[2]

In July 2019, Jensen announced that he would not seek reelection in 2020.[10]

Minnesota gubernatorial campaign

In January 2021, just after he retired from the State Senate, Jensen was viewed as a potential Republican candidate for governor in the 2022 election, challenging Democratic incumbent Tim Walz, and said he planned to decide whether to run in the coming months.[14] In March 2021, Jensen announced his candidacy.[16][17] He named former Minnesota Vikings player Matt Birk as his running mate.[18] He took an early polling and fundraising lead among Republican candidates in the primary,[4] running against former Senate Majority Leader Paul Gazelka, Lexington Mayor Mike Murphy, and others.[19] (State Senator Michelle Benson also sought the nomination, but dropped out of the race.)[20] Jensen won a Carver County Republican Party straw poll by a wide margin during the 2022 Republican primary campaign for governor.[21]

In May 2022, Jensen attacked Minnesota Secretary of State Steve Simon for his operation of the state’s election system, suggesting that Simon should go “to jail” without providing any evidence that Simon had done anything illegal.[22] Jensen’s comments were part of a larger trend of Republican candidates casting doubt on election results in the wake of Donald Trump’s claim that the 2020 election was rigged against him, a falsehood promoted by many Republican candidates and believed by many Republican voters.[23] Simon called Jensen’s comments “bizarre and irresponsible” and “a cynical attempt to use extreme conspiracy theories to radicalize political supporters.”[22]

At the May 2022 Minnesota Republican convention, Jensen won the party’s endorsement on the ninth round of voting among the 2,100 delegates, defeating Lexington Mayor Mike Murphy and businessman Kendall Qualls.[24] In the August 2022 primary election, Jensen faced only minor opposition.[25] In the November 8 general election, Jensen lost to incumbent governor Tim Walz by over seven percentage points, 52.3% to 44.6%. He fared better than Walz’s opponent had in 2018 and made gains against Walz in Greater Minnesota, but he did not overcome Walz’s wide lead in the Minneapolis–Saint Paul metropolitan area.[26][27]

Political positions

Jensen had a reputation as a moderate Republican during his tenure in the state senate.[11][2] His views shifted to the right after he left the Senate.[11][2][28] Jensen’s shift surprised allies and reflected a broader movement of the Republican Party under Donald Trump.[2]

Abortion

While campaigning for the governorship, when asked about the potential reversal of Roe v. Wade, Jensen said that if elected, “I would try to ban abortion.”[4] He said that he supported a ban of all abortions unless a mother’s life is in danger, with no exemptions for cases of rape or incest.[29][30] Jensen’s running mate, Matt Birk, has said that women “always want to go to the rape card” and opposed abortions for rape victims.[31][32] Later in his 2022 campaign, Jensen moderated his position on abortion, taking a stance that would permit several exceptions.[33][34] In a September 2022 television ad and in public appearances, he referred to the Minnesota Supreme Court‘s 1995 decision Doe v. Gomez, which held that abortion in Minnesota is a protected constitutional right; Jensen noted that the governor lacked the power to change that ruling, and that he was not running to do so.[34][30][35]

Cannabis

While in the Senate, Jensen supported holding an informational hearing on Senator Melisa Franzen‘s and Representative Mike Freiberg‘s bill to legalize marijuana in Minnesota. He said he did not endorse the bill’s content, despite being one of its cosponsors.[4][36]

COVID-19 pandemic

In an April 2020 appearance on Fox News‘s The Ingraham Angle, Jensen incorrectly stated that the U.S. COVID-19 death toll was being inflated; experts said that the COVID-19 death toll was more likely an undercount.[37] President Donald Trump amplified the claim during his 2020 campaign.[38] PolitiFact cited Jensen as a contributor to their “Lie of the Year 2020: Coronavirus downplay and denial” for the claims.[39]

Complaints against Jensen were made to the Minnesota Board of Medical Practice about public statements he had made related to COVID-19.[40][41] Jensen said that after an investigation, the board dismissed the initial allegations against him in July 2020.[42][43] But additional complaints were brought before the Board, and as of July 17, 2022, Jensen was under investigation for a fifth time.[44] At that point, he declared that the Board had been “weaponized” against him, and said that “this juggernaut [the Board] will be dealt with” should he be elected, referencing the governor’s power to appoint the medical board’s members.[44]

Jensen aligned himself with the COVID-19 anti-vaccination movement.[45][46] In May 2021, he sued the U.S. Department of Health and Human Services in an attempt to prevent children from receiving COVID-19 vaccinations. His fellow plaintiffs in the suit included anti-vaccine activist Simone Gold and the right-wing political organization America’s Frontline Doctors (AFD).[47] AFD had attracted notoriety for its promotion of false and misleading COVID-19 claims.[47] The complaint, filed in federal court in Alabama, falsely called the COVID-19 vaccines a dangerous “experimental biological agent”.[48] The affidavit claimed that “it would be reckless to subject anyone in that age group to the experimental COVID-19 vaccine”, and Jensen said that giving children the vaccine “would violate his oath as a doctor and place him in an untenable position”.[48] In a later interview, Jensen said he had “quietly” been a member of AFD[47] and had been unaware of the involvement of the group’s founder, Gold, in the January 6 United States Capitol attack. He also said he did not read the whole petition before signing it. In the same interview, Jensen said, against medical consensus, that he does not recommend COVID-19 vaccines for “young and healthy” people.[47] He was banned from TikTok in April 2021 and restricted from advertising on Facebook in July 2021 for violating community guidelines barring the promotion of COVID-19 misinformation.[49]

Jensen’s views were mentioned in the 2020 COVID-19 conspiracy-theory video Plandemic.[50] He was a member of the World Doctors Alliance, an international fringe group that promoted false and conspiratorial claims about COVID-19.[38] Jensen has questioned the medical and scientific consensus that ivermectin and hydroxychloroquine are ineffective against COVID-19.[51] In September 2021, he called on “ALL Minnesota citizens and businesses to participate in civil disobedience” by ignoring a Biden administration proposal to require large employers to ensure that their employees were either vaccinated against COVID-19 or took weekly COVID-19 tests.[45][52]

Crime and guns

In 2018, Jensen proposed various gun control measures in the state legislature to expand universal background checks and require that lost or stolen firearms be reported to authorities. Gun rights groups condemned his proposals.[53] In 2022, Jensen said at the Republican Party convention that he had been on the “wrong side” of the issue and apologized for his past support of gun measures.[11] He has also called for hiring more police officers.[54]

In 2022, Jensen pledged that, if elected governor, he would commute the sentence of Kim Potter, a police officer convicted of killing Daunte Wright at a traffic stop in 2021. However, a governor alone cannot commute sentences in Minnesota. It is necessary to gain unanimous support from the three-member Board of Pardons, consisting of the governor, the attorney general, and the Minnesota Supreme Court’s chief justice.[55]

Economic policy

Jensen has advocated tax cuts and spending decreases.[10][56] During his campaign for governor, he has called for eliminating Minnesota’s state personal income tax and “dramatically reducing” state expenditures.[56]

Other

Running for Senate in 2016, Jensen expressed support for abolishing the Met Council, a regional governmental agency covering the Minneapolis–Saint Paul metropolitan area.[10] In 2022, he said the council would be “coming down” if he were elected governor.[11]

While campaigning for governor in 2022, Jensen proposed a school voucher program.[57] Although he did not release funding figures for a plan, a nonpartisan fiscal analysis for a similar proposal by Minnesota State Senate Republicans estimated that such a program would shift $178 million from public schools to private schools over two years.[58]

While running for governor, Jensen called for a repeal of Minnesota’s Clean Car rule, a rule (set to take effect in 2024) that limits carbon emissions from motor vehicle and requires automakers to introduce more hybrid and electric vehicles into Minnesota.[59][60] His energy proposal made no mention of climate change.[60]

Jensen has criticized the use of medical procedures for transgender teenagers and has opposed gender identify affirmation in schools.[61][62] In a September 2022 campaign speech, he falsely claimed that some schools provide litter boxes for children who identify as furries.[62]

Personal life

Jensen and his wife, Mary, have three children and reside in Laketown Township.[1]
